सूचना एवं संचार प्रौद्योगिकी क्षेत्र में प्रस्तावित अभिगम्यता मानकों के अंतर्गत यह आवश्यक है कि सभी सरकारी वेबसाइटें और मोबाइल एप्लिकेशन दृष्टिबाधित, श्रवणबाधित एवं अन्य दिव्यांगजन के लिए अनुकूलित हों, जिनमें स्क्रीन रीडर, संकेत भाषा, ऑडियो-विजुअल कैप्शन तथा सरल नेविगेशन की सुविधा सुनिश्चित की जाए। ई-शिक्षा, डिजिटल सेवाओं व सार्वजनिक सूचना प्रणाली में समावेशिता बढ़ाने हेतु तकनीकी नवाचार, प्रशिक्षण कार्यक्रम व उपयोगकर्ता फीडबैक प्रणाली को सशक्त किया जाना चाहिए, जिससे डिजिटल समावेशिता का लक्ष्य सार्थक हो सके।
