Enhanced public transport facilities inside core city limits since the roads are narrow without much space for expansion. Using public transport in these places should manage traffic woes. Environment friendly steps to be taken to replenish the city

Why not think of Rain harvesting building? I have seen one in Kodaikanal but I don't know how it works..
You could think of one.
2) SOLAR STREET LIGHTS AND TRAFFIC SIGNALS. Implement Solar cells everywhere possible like buildings, malls, hospitals, schools, colleges, etc.
you shall then name Mangalore as "A SOLAR SMART CITY"

I have a strong feeling that primary school from 7th std to 10th std should have basics of indian penal code sections under social studies or civics in the syllabus the depth of the IPC section should be made simple to understand and the fear to commit the action .

tart a Drive against Plastic Bags because we people are very much use-too to use plastic bags daily and throw it anywhere. Make a law if any one found giving plastic bags in any shop will be fined accordingly.

Smart Rourkela needs better and wider roads, solid waste management, street lights, water supply and sewerage services level enhancement according to the service level benchmarks.
One major thing is public awareness, encouragement and training in Municipal services. Awareness through appeal/add in radios, TV, newspapers, website etc.
