DBTL (PAHAL) will greatly reduce diversion of LPG; this is already seen with the increase in sale of Automotive LPG. As this rolls out & covers all the LPG customers, diversion of subsidized LPG will be insignificant.
Kerosene is more of a challenge, as this is sold in retail & used for cooking as wellas lighting. DBTL is a challenge here & the suggestions are:
1. Eliminate use of kerosene for cooking; only LPG to be used.
2. Solar LED lighting to replace kerosene for lighting

Please appreciate and educate people to use Induction based cooker/stoves and approve projects related to Non-gasoline.I mean any source like bio diesel/natural gas etc can be used for cooking. So that Central government will get good response from everyone. Please do a Pilot approval and check with citizens. If its good then approve for the next biggest project and forget worrying about this non sense highly other country dependent Energy. Please implement other new projects for india

Workers who supply cylinders for houses are selling cylinders to hotels and many people are using cylinders in vehicles. Please avoid this, by using below suggestion I hope this can be avoided.

I am not sure how the requirement and supply is managed at distributor level. For eg: If a distributor handles 10000 connections. maximum 10000*12 = 120000/year should be the cylinders distributed. If we have the data on number of bookings of all these connections we can derive the maximum bookings per month and distribute accordingly. So each distributor should not get the cylinders more than the connections he is handling. because still I observe the gas cylinders are sold in block to hotels

RESPECTED CONCERNS ARE TO BE LINK THE AADHAAR NUMBER IN EVERY MANNER TO AVOID DIVERSION OF THE LPG AND KEROSENE. 50-60% IT MAY BE DECREASE THE DIVERSION. MANY FAMILY'S ARE TAKE SEVERAL LPG CONNECTIONS IN DIFFERENT OIL COMPANIES AND TWO OR THREE RATION CARDS. THE GOVERNMENT TO TAKE ACTION BY EVERY VILLAGE ADMINISTRATION TO COLLECT LPG CONNECTION DETAILS IN EVERY HOUSE AND RATION CARDS IN EVERY RATION SHOPS.

Government could announce new incentive plans associated with subsidized LPG gas cylinder usages. If one family proves to be very efficient in the use, they could be given credit points which could help them get priority in any government related schemes or loans. Or they should be awarded by small gifts. This will motivate them to use the subsidized LPG effectively and will make them hesitate to sell it.

Currently selected post office branches in TN are selling the solar lamps. 1. Make these solar lamps available in all the post offices. 2. Government can give these solar lamps at subsidy rates like LED lamps. 3. Remove the Kerosene subsidy as it is difficult to people to get kerosene in ration shops nowadays.
