A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country.  As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

You are invited to suggest ideas to reduce diversion and the subsidy burden on account of LPG and Kerosene.

Government doesn't need 3000 ideas to figure out where the problem lies. Pilfering and diverting is an industry in itself. Thousands of families spanning several generations have amassed wealth in pilfering and diverting the commodities and fuels intended for the target groups. Any amount of measures (other than direct money transfers and free market fuel prices) will not plug the leak. Food coupons and primarily SOLAR powered community kitchens are the medium term solutions.

This problem can be solved with these steps. Step 1. Let cooking fuels reflect market realities, and direct money transfers to the underprivileged. Step2. The operations side of Amma canteens are worth a look. In high dense and urban areas, you can give food coupons to families instead of giving fuel and rations. Step 2A. Those kitchens can use induction stoves and SOLAR POWER/GRID power hybrid. LPG to be the back up fuel. Kerosene can be phased out. By the way I'm not from TN.

We may replace kerosene with bottled NGL/condensate at subsided price through DBTL. Due to its high RVP, NGL/condensate can not be mixed with MS or HSD. Special stove similar to pressure kerosene stove should be given to BPL families to use NGL/Condensate. Also N-PDS kerosene may be made available in retail market at price par with price of MS/HSD. Naptha/NGL/condensate for making special solvents should be sold at MS price (controlled) with no entry for private players in this segment.

Increase the LPG price... The increase in price should be then given as subsidy to buy solar cooker / stove in rural India or to poor people... This will reduce in LPG consumption & theft and increase more on solar cookers etc.... Same way petrol & diesel should be increased and the increase amount should be given for CNG and solar power vehicles etc

For storage & transportation of LPG, use Aluminum cylinders meeting DOT 4 specifications. Benefits: 1)Easy handling due to less gross weight(Al_cylinder 24kg Vs MS_cylinder 30kg) 2)Improved road safety due to less number of trips as 375 Al_Cylinders can be carried in stake truck instead of 306 MS_cylinders due to less gross wt. 3)Reduction in transportation cost about Rs 350 Crores per year on All India basis. 4)Reduced HSD consumption in transportation will reduce GHG emission.

LPG diversion can be reduced, if Butane is supplied with different type of pressure regulator and excess flow check valve for domestic use, and for commercial use, propane is supplied with different pressure regulator. Low pressure Butane cylinder with lower flow rate and excess flow check valve, will be deterrent for commercial use. However viability needs to be checked as DBTL scheme is in advanced stage and cylinder price difference for domestic and commercial use can be reduced further.

Kerosene is used as solvent/cleaning agent in auto garages, paint shops, etc. However N-PDS kerosene is not available in retail market and shop owners have to purchase PDS kerosene in black market. N-PDS kerosene may be made available in retail so that diversion of PDS kerosene will reduce. This supply chain is necessary to be in place for non fuel use of kerosene even after kerosene subsidy is transferred directly in bank account of end user. It will also generate self employment.
