A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country.  As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

You are invited to suggest ideas to reduce diversion and the subsidy burden on account of LPG and Kerosene.

A substitute of LPG is Bio Energy, but we are unable to utilize it. * There is lack of Govt. initiative. People are ready to use it, but in a city thousands kirana shops, hundreds govt. offices are there but not a single shop, department, NGO is there who gives information, materials, motivates to use, provide material or even information for using Gobar Gas, Bio Gas which is very cheap, easily available. * If Bio Fuel fully utilized, LPG cost come down to Rs. 200 without subsidy.

Give Solar cookers (like in delhi) - to poor people. And also give them kerosene subsidy thru direct transfer. The poor people will then use the solar as much as possible to save on the "money" deposited directly transferred in their bank. For the rest of usage either "electricity" (24x7) or small gas cylinder can be provided to them. This way domestic consumption can be reduced and industry will get enough gas for development + low environment impact.

Continued., This will avoid multiple right of way or use taken by different companies in transportation of oil and gas. This will reduce emission and strike threat by transportation companies affecting the public at large.

Continied., This leads to duplication of lines and its utilisation is getting reduced once other users start transporting in their dedicated pipelines. To overcome the above, a pipeline corporation can be created for india as a whole for transporting both oil and gas depending upon requirement. The efficiency and safety can be ensured with least cost. All interested companies can become shareholder for this all India Oil and Gas pipeline corporation.

Pipeline mode of suppy of LPG and Kerosene will control the pilferage and diversion. Over and above it will save fuel and improve the efficiency. This will improve the safety also. We have seen during our auditing, each and every oil marketing companies and upsteam companies are having their own pipeline for transporting oil and gas.

actually distributor too are involved in black marketing of LPG that should be stopped e.g-amount of LPG transported from industry to local supplier all should be tackled online if there is any difference in total LPG then that should be verified not by police but other authorities created by central government. These all need to be online and need to know who were the that day receiver all this should be on same day,not week or month.
