The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

• Public Expenditure Review meets should be organized periodically at village, sub- district and district levels to ensure proper utilization of funds and ownership of development programmes by the people.

State-sponsored development programmes must aim at reduction in poverty and improvement in productivity levels of workers. Towards these, poor people need to be directly involved.

hello my beloved Prime Minister, I am santu Mukherjee from Basirhat subdivision India. Lot of foreign medical graduates are passing from Russia and abroad. But they can't able to work in India because of fmge exam. Plz give them one time exemption and allow them to give provisional registration. In the current pandemic situation India needs Doctors. Kindly recognized foreign medical graduates degrees and send them to remote village of India.In covid situation villagers are suffering.thank u

In this Pandemic govt must work hard to bring back economy in positive zone ASAP which your IAS officers will never understand because they are so self contric that they never bother about our nation. Giving you example of Noida authority CEO who is sitting on our file for last tent months and everyday she makes new excuse. We are in a position to generate 10000 direct and indirect employment, MLA is requesting, MP is requesting but she is just making new excuses everyday. How do we work?

scrap minority ministry and commission. Nobody is discriminated in India on religious ground.If this happens and proven punish the guilty. Instead make ministry for "all senior citizens and DIVYANG".They are most vulnerable.Divert this 5000 crore budget to their care. Reach them at their home and make things simple.Provide easy access to quality medical care, ration, safety, bill payments and such necessities. Keep some well equipped ambulances dedicated for them. Priority in hospitals.

In this Pandemic Govt. should pay the Suppliers for the items provided in the midst of pandemic, that were all required to control and manage the situation. In Jharkhand, Sahibganj district, the administrator has not even passed the bills, after procuring the items required by them. At present the bills should be passed and the dues should be paid. I would like to draw your attention as this is taking the suppliers through distress. Thankyou

At the pandemic time in this country, need implement one nation- one medical treatment, it’s better for preventing pandemic in this country and need to be establish more research labs .
