The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

नागरिकों में उत्साह का संचार करने के लिये वर्तमान परिस्थितियों में पदोन्नति, वेतनबृद्धि आदि देने में थोड़ी सी उदारता दिखा देनी चाहिये। कई परिवार आनंदित हो जायेंगे। लोग खर्च करने को प्रेरित होंगे, अर्थव्यवस्था का पहिया भी तेजी पकड़ेगा।

#Farmers& Traders can relax if foodgrain produce sold in State boundary directly by farmers because thers is very nominal price fluctuation.It will also help to maintain demand-supply chain in State,also under supervision of STATE GOVT.,WHOLE COUNTRY freedom to sale to farmers due to difference in cost of production some places some foodgrain are dearer&some where cheaper so INDUSTRIES dependent on foodgrain may avoid from local to other farmers directly.Intermediaries in chain arealso business

DEAR ALL FELLOW CITIZENS, As the crucial meeting on CORONA STATUS will be held on 4.12.2020 and be ready for final AND RESTRICTED LOCKDOWN till VACCINE arrives. The deep study of COVID19 attack if properly studied the the LOCKDOWN seems to be unnecessary and the ceaselessly recommended and implimented LOCKDOWN has damaged ECONOMY and livelihood of crores of public. The strict blocking of below10 years and above 55 yesrs would have solved COVID19 issue as YOUNGSTERS got no serious effect of C+?

#Farmers protest is demand of security in income.MSP is a security for average farmers who produced large but no infrastructure to safeguard.Above Average Farmers have enough land,infrastructure&take venture wait& sale in MANDI at demand-supply its good.Below average have less produce&sale with in few days to fulfill their other needs in retail or barter product.MSP can not be ACT OR STATUTE because all will come in one umbrella so less freedom.BEST is Farmers can only sell withinSTATE BOUNDARY

Agricultural based economy would boost growth. There are some other ways also, I really do not know if these messages are read by PM or officials. Countries like Russia / Brazil / Georgia are welcoming farmers. Indians should go there and do agri business from there. Cheap Land and Indian population in different countries will make differences. Profit portion will come to India as foreign money. Water resources in India should be protected. China is building big dams @ Tibet!

Like transfer of officer policy in govt ,every two years or so ,govt employee need to be transfered compulsorily ,similarly it shall go with designated shift of 8-4pm 10-6 pm , 12- 8 pm ,starting with lottery of which officer designated to which shift , immediately , unless govt being employer insist ,employee wont comply ,and its not major inconvenience ,and same may be compulsory for other citizens in pvt organisation , starting with infrastructure of govt for convenience of all

Identify key sectors and provide incentives to startups in there. It includes all approvals in one day, investment linked deduction, revenue based cash backs, easy loans. And, tax large corporates as they are mature like banyans and so can provide little benefits to economy. Remember 2008.
