Draft guidelines for Skills Universities are formulated by the Ministry of Skill Development and Entrepreneurship (MSDE) in consultation with multiple stakeholders including Skills Universities. These are placed on the MSDE website for comments/ feedback.

National Policy for Skill Development & Entrepreneurship 2015 emphasized the importance of Skills Universities to be promoted either as de-novo institutions or as a part of existing university landscape. Further, in the wake of Skill India Mission, a number of universities with the nomenclature of “Skills Universities” have come up. However, they are following different norms and varying nomenclature for the degrees awarded, in the absence of common standards in the skills arena.

Skills based education differs from its general counterpart in terms of curriculum, pedagogy, faculty, mode of delivery, eligibility and assessment criteria, etc. and thus, would require a separate set of norms. The purpose of these guidelines is to lay down minimum norms for the establishment and functioning of Skills Universities to ensure adherence to minimum standards as India ventures into these new skilling avenues.

These guidelines do not intend to supersede the extant UGC norms regarding the regulation of higher education in India.

The sector skill Council shall enter into an agreement with UGC and track Demand supply ratio to utilize huge young human resources to transform India as richest in HR.

There is and will be redundancy due to technological development in many areas. Life expectancy is beyond 58. All professions cannot pay for the retirement cost till expiry of the person. To re-skill post 50 years of age is huge. Hence skill universities shall tailor their courses not only for young population but also post 50 years along with avenues for re-employment mainly in research. Current education infrastructure should be re-utilized.

Respected sir, it was a good draft . some iti trades are one year courses so ITI + Apprenticeship training period completed students only engage this UG programmes. this university courses must be in direct and distance education methods. 9 months practical training(in workshop or factory) and three months class. ma

I think skill university is that which treats every child specially.It should train the child about practical world and practical knowledge.A university recognize d not for getting degrees but for getting necessary skills what India presently needs.A university where teachers treat child worthy of individual skill and talent they have.

PM Narendra Modi ji, Pl note that funding such a large national program will need adequate sources of public funds. I have a suggestion that reduce the Grants to UGC and divert herein.

There are many views and proposals already in this submission, I have nothing new to write over here except, requesting government to re call all overseas Indian students and experts who are there over years to come back to their own soil and serve this nation for the benefit of next generation. Let our skills be used by our own brains. They will frame out policies, improving more technical knowledge than theoretical papers. Let us be practical and generate resources. We have our legs to stand.

The architecture of the universities must reflect mordernism. The building should imbibe innovation in its users in qualitative aspects. It should be more open, open for conversations, conversations that spark innovations. New spaces like brainstorming rooms etc. The syllabus must be state of art, digital and open. more like open digital library. A website with a mix of open digital library and social media, where with books, ideas and innovations can be shared (outside universities also).
