Draft guidelines for Skills Universities are formulated by the Ministry of Skill Development and Entrepreneurship (MSDE) in consultation with multiple stakeholders including Skills Universities. These are placed on the MSDE website for comments/ feedback.

Comments and suggestions may be sent at paritosh.gupta95@nic.in or submitted on MyGov.in by 21st October 2018.

National Policy for Skill Development & Entrepreneurship 2015 emphasized the importance of Skills Universities to be promoted either as de-novo institutions or as a part of existing university landscape. Further, in the wake of Skill India Mission, a number of universities with the nomenclature of “Skills Universities” have come up. However, they are following different norms and varying nomenclature for the degrees awarded, in the absence of common standards in the skills arena.

Skills based education differs from its general counterpart in terms of curriculum, pedagogy, faculty, mode of delivery, eligibility and assessment criteria, etc. and thus, would require a separate set of norms. The purpose of these guidelines is to lay down minimum norms for the establishment and functioning of Skills Universities to ensure adherence to minimum standards as India ventures into these new skilling avenues.

These guidelines do not intend to supersede the extant UGC norms regarding the regulation of higher education in India.

In-spite of making Skills University, one should be "Employment University". Because presently millions of skilled graduate, postgraduate, Ph.D. engineer, paramedicals and technician are unemployed and looking for job opportunity. So there is no need to make one more educational degree factory of skilled unemployed

Rather than going for a separate University there could be an Institute similar to Kalakshetra, RGNIYD, etc where they are offering specilized courses including Masters and B.Voc degrees and trainings alongside. A National Institute of Skill Development could be created under the aegis of MSDE and Skill trainings could be conducted across India in Collaboration with various Universities and institutions. University have a complex structure than an Institute.Hence Institute type is a best one.

i also think at 9th standered skill development course inclution will give optimam benefit to the society. because at this age children are very much curious & active with creative ideas.skill development will channelise their likes&nonlikes & make future profession more perfect .but the course should be optional.because some student would like general line to persue .

No need to setup new Skills university instead of hundreds of university already setup and action / draft plan to transformation of these all UGC recognized University or colleges in upgradetion of syllabus & curriculum based on job market i. e. Someone else has a desire to service in administration course or class of graduation, In Security like Police / Army/ all others area need full dedication so University sallybus provide Three year academic cum training programmes and then selection by it
