The issue of social access and equity are far too complex. While the gaps in average enrolments between disadvantaged groups like SC, ST, Muslims, girls and Children with special needs and the general population have decreased, there is still a considerably large gap in learning levels with historically disadvantaged and economically weaker children having significantly lower learning outcomes. Large and growing learning gaps threaten the equity gains achieved on the enrolment front because children with lower levels of learning are more likely to drop out. We need to examine current interventions in bridging the gender and social gaps and identify focused strategies for effective inclusion.

Educational institutions should be held accountable for the failure and high drop out rates of students from marginalized communities. Institutions that actively address these issues should be help up as models.

All teachers need special sensitization to how social disadvantages affect children. Many of them do not understand this. Additional teaching and resources needs to be given to students from disadvantaged backgrounds. This calls for political and administrative determination.

vidyalyo ka paas bhi proad shiksha ka dayitav hona chaihya wa prati teacher yha nishchit karna chahiya ki varsh ma 5.10.15 proada ko shikshit kiya jaye wa unka name address teacher ki varshik report ma bhi laya jaye accha prayas karne wala teacher ko prant stur par puraskrit kiya jaye.

No quota system must be established on basis of SC's or ST's but is should be based on economical condition of student.
