One further measure, not mentioned in the summary, would be the withdrawal of all current notes issued and converted into electronic accounts. The issuance of new small denomination notes or coins could be an alternative for those with no electronic option. While this would create a cost for the government, the actual value could be far greater, particularly if those bringing large value notes to a bank or transfer point had to declare how they had earned such funds.

This role of tax adjustment at the central clearing point is one that can enable the issuance of incentives as well. This may include prizes or occasional tax holidays, either in advance or subsequently, so that both the merchant and the consumer can be attracted to paying electronically, rather than in cash.

The factor which makes your concept of tax incentives affordable and very appropriate is that VAT can be collected in real time on all electronic transaction sales, preferably using the format we created ten years ago for stripping out the tax during the course of the payment. This eliminates the danger of merchants falsifying their tax reports and/ or holding the funds past the due date.

For instance, the many Indian programmers and web designers, currently offering their skills through marketing companies, can have a greater scope for selling to buyers throughout the region (and beyond) when it is in a single price for the whole marketplace.

The additional value of providing a reliable, cost-effective flow of funds to the remaining 2 billion plus unbanked in the region is enabling them to spend their funds electronically as well. This can lower the costs, widen the choice of products and services and enable service providers to reach far higher levels of target audiences in a simple manner.

There is much to be gained from working together at the international level to improve the legal alternative. In particular, we propose an electronic currency solution for the whole AIIB region as a way of reducing costs and improving remittance, aid and business flows throughout the region. When the combined economic might of over 4 billion people, and over $25 trillion in GDP is brought together, the gains can be immense.

Of the $500 billion p.a. international remittance market recognized as legal business, there is estimated similar to double amount conducted through the Hawala network, so perhaps a further $1 trillion involved. Apart from this impact on how the black market is funded in this way, there is the encouragement of trade in drugs, sex trafficking and gambling created by the Hawala funding from honest people who have no legal alternative

Incentivizing all participants to move to electronic payments is important, as is the limitation of regulatory interference within the transaction flow, particularly for the unbanked and poorest members of the community.
Hawala systems operate for the poorest as being the only way they can send or receive funds in a cost-effective manner. So, the first action (as in your opening objective) is to reduce the difficulty of transacting legally, by having a blanket approval for small transactions

The draft proposal on electronic transaction is a great measure to curb black money transactions, tax avoidance & reduce corruption. However, the following points must be considered to make India a cashless economy:
-Reduction of service tax, VAT, surcharge & luxury tax on non-cash transactions
-No charges on IMPF & other bank transfers
-User controlled dynamic spend limits on Debit cards
-Alternative methods for 2 factor authentication
-Install NFC supported machines at POS
