Town and cities in India are undergoing continuous physical expansion and densification along with growth in urban population. Inner cores of many cities have older areas that require redevelopment to accommodate the present needs of the city. One of the key requirements is greater availability of land for public use like roads and other open spaces. Redevelopment for these areas can be undertaken by preparing a Local Area Plan.

A large part of city expansion takes place on urban fringes in an unplanned way. In such a scenario, agricultural plots with haphazard geometry are converted to urban use and little attention is paid to provision of urban infrastructure. Planned urban expansion can be provided through the Town Planning Scheme (Land Readjustment) mechanism wherein existing agricultural plots are merged and redistributed in a planned way after making deductions for street RoW and land for public uses. The urban infrastructure is financed by Value Capture Financing like betterment charges and sale of reserved plots.

The proposed sub-scheme intends to focus on these three vital issues; (i) Inner City Redevelopment through Local Area Plans, (ii) Planned Urban Expansion through Town Planning Scheme and (iii) ensuring training and capacity building of planners at the local level.

The last date of submission is 31st May, 2017

There should be guidelines for the number of wards.Unfortunately it is found that the number of wards are increased for political purposes.The size is large that the cost of salary and other perks eat away large portions of taxes collected. Ideally in a system where extensive use of technology and fixing problems ,call centers can be effective the local assembly member who should also be designated as councilor should be effective.It is common knowledge that present system is hot bed for corrupt

Part 4: [Our Rivers] : Most of our cities are on or near rivers. But most of these rivers are dying. We easily talk about river linking and rejuvenation. But at the same time we understand,they are big spends. To make up a part of spend, rivers can be commercialized, without impacting environment. Like bring the river into the city using canals, build riverfronts/ canalfronts, encourage water sports, shopping along them. In turn, spend on reservoirs & linking to rejuvenate these rivers.

Part 3: [Clean Power] : We need to invest in researches on how #SmartCities can move toward sustainable power generation. Public places, parks, bus stops, stations, small offices and houses can achieve this by rooftop solar panels and micro-solar power plants. But it can be beyond solar power. Researches are done on silica and solid oxide based power units like BloomBox etc. Big corporations have started piloting & investing in them to explore self sustained cities. We must not lag in research.

Have smart locks installed in indian railway's toilets. When a station arrives, they get command from central server and lock themselves. So no one can use the toilet while train is on station. Dont worry, those inside the toilet when station arrives will be able to unlock from inside. I hate do marketing on this forum, but we can provide these internet connected locks with open API

Part 2: [Surveillance] : With unplanned expansion of cities, threat of terrorism and hooliganism has increased manifold. Let's repurpose our existing networked infrastructure like traffic signals, street lights, etc. to do some more for our cities. #SmartCities around the world are investing heavily on street lights to repurpose them for crowd management and surveillance. These are achieved by attaching cameras and sensors to them and providing real time feed to law enforcement. #SafeIndia

1)Install trash collection machines which are IOT connected 2)Issue smart card to all cleaning employees 3)Link salary incentive of employees to the amount of trash deposited in these machines. 4)Employ private contract for emptying these trash collecting machines and link their payment to how successfully they keep the machines empty.

Part 1: [Connected Facilitie]: One primary feature of #SmartCities is to build an infrastructure of connected facilities. Example, we should devise a connectivity grid of communication for hospitals, clinics. pharmacies, police stations and ambulance services. Another smart initiative would be to encourage households, offices and commercial centers to install fire and smoke detectors that would be connected with fire brigades. This would help fire department monitor and be proactive.

A separate time zone for eastern states of India will definitely improve the economic and social conditions of eastern states of India. Hence I suggest to have a different time zone for all eastern states viz, Assam, Manipur, West Bengal, Arunachal Pradesh,etc
