Town and cities in India are undergoing continuous physical expansion and densification along with growth in urban population. Inner cores of many cities have older areas that require redevelopment to accommodate the present needs of the city. One of the key requirements is greater availability of land for public use like roads and other open spaces. Redevelopment for these areas can be undertaken by preparing a Local Area Plan.

A large part of city expansion takes place on urban fringes in an unplanned way. In such a scenario, agricultural plots with haphazard geometry are converted to urban use and little attention is paid to provision of urban infrastructure. Planned urban expansion can be provided through the Town Planning Scheme (Land Readjustment) mechanism wherein existing agricultural plots are merged and redistributed in a planned way after making deductions for street RoW and land for public uses. The urban infrastructure is financed by Value Capture Financing like betterment charges and sale of reserved plots.

The proposed sub-scheme intends to focus on these three vital issues; (i) Inner City Redevelopment through Local Area Plans, (ii) Planned Urban Expansion through Town Planning Scheme and (iii) ensuring training and capacity building of planners at the local level.

Encouragement for sustainable green buildings for the present need: Based on adopting of green building parameters like solar, rain, power, waste etc; ranking to be assigned for each buildings, proportionately property tax to be levied. If one person is self dependable (By adopting Green building concepts) up to 45%,he should be exempted up to 45% of property tax. This will encourage public. Then every towns/cities/villages become smarter and smarter.

Sir, I would like to draw your attention to an urgent issue of massive population growth in BIMARU states as a resident of bihar. There is no disincentive to have big families. No amt of job creation can help with this 125 crore population .BY 2030 or earlier we will overtake china. Our cites are filled withslums, huts, bikes ,car and jeeps and smoke spewing autos run on disel and kerosne.(Baroda also with no check by police). Its requested that following step be taken on this world population day

The population escape towards town and cities for livelihood are very big problem. The problem of Unorganized Cities/Town can be sorted out with the help of Inner city redevelopment through Local area Plans, through town planning with the help of local municipalities etc. But what is the solution for agricultural land contracted due to the expansion of city and due to lack of manpower agriculture is minimizing day by day.

Waste management is the biggest problem we are facing at present in urban level . Unfortunately people are not aware about the consequence of waste material ,that we use in our daily life. see in bilogical waste we can convert it as organic compost... Now a days biological can convert as organic thoru a box with automation… All city municipalities has to give those boxes to every home with subcidy and buy back the organic fertilizers after that …. So there is some gaining to customer.

The floor space Index(FSI) of Planning Rules should be localised on par with the holding capacity the dumping yards. FSI is a source of waste generation. Increased FSI means increase of waste quantity. Waste are dumped or processed at dumping yards. Generation of waste beyond it's holding capacity is an alarm to waste management system. So the FSI and the holding capacity of the dumping yards must be proportional to each other.

Sir,firstly to Thank modi govt for giving me such a wonderful platform...Sir when we think about clean India firstly we all are determine to not create waste further..and change our habit to drop waste into dustbin so in my view there is a certain law and rules make for it, person who have shop must be a dustbin, person who called" Thela wala" must have a dustbin.. so the people drop there waste..when the people not have an options than he drop in road and other place..

The National Government's ambitious smart city endeavour success lies on creating positive enviornmental effect on its people. Viz 1.all smart cities should ban loud blarring high decible horns. High pitch noise has a negative effect on all, law for mfg. low decible horns 2.Internet wi fi should be available to pay all utility bills.3.there should be 2 time zones with half hour spread to offer more day light for study and sports in the north east 7 states.4.Cleanines from from school home
