Town and cities in India are undergoing continuous physical expansion and densification along with growth in urban population. Inner cores of many cities have older areas that require redevelopment to accommodate the present needs of the city. One of the key requirements is greater availability of land for public use like roads and other open spaces. Redevelopment for these areas can be undertaken by preparing a Local Area Plan.

A large part of city expansion takes place on urban fringes in an unplanned way. In such a scenario, agricultural plots with haphazard geometry are converted to urban use and little attention is paid to provision of urban infrastructure. Planned urban expansion can be provided through the Town Planning Scheme (Land Readjustment) mechanism wherein existing agricultural plots are merged and redistributed in a planned way after making deductions for street RoW and land for public uses. The urban infrastructure is financed by Value Capture Financing like betterment charges and sale of reserved plots.

The proposed sub-scheme intends to focus on these three vital issues; (i) Inner City Redevelopment through Local Area Plans, (ii) Planned Urban Expansion through Town Planning Scheme and (iii) ensuring training and capacity building of planners at the local level.

Nagaon Assam is Declared as AMRUT City, But for SBM is must before commencement of works under AMRUT. For solid waste Management there must be land and NMB has no land, work on SWM is also very slow. one land of 20 Bighas was alloted but even no boundry wall is constructed for atleast land fill area and other SBM works. NO work on capacity building is going on. Normally we fail to Pay daily wages and repair vehicles in time. 1000 of houses (NEWLY CONSTRUCTED IN LAST 15 Years) are un assessed.

For waste managment minimum three bins are needed, one for bio degradable , one for recyclable and one for burining like soiled napkins and daipers. So those can be black bins. As if soiled napkins and daipers or even infected cotton is mixed with any of the other waste it can be harrowing to segregate and risky too.

Unaothorised colonies should not be provided with electricty. Make the electrical wiring in the whole country underground so that theft is not possible and honest payers dont end up paying for stolen elctricity. On one side of the road we should have wiring network for telephones, electricity, and on the other side covered drains. The wiring side should be made in a manner that you dont have to break the road for repair work, drain side should be elevated with green patch for rain water.

If we really aim for a healthy environment with low pollutions levels in the cities, 65-70% should be grean cover, including farms, gardens, road side trees and only the remaining should be developed. We face water scarcity in cities because everything is concrete. If rain water is not going back to the ground then this is natural. Strict norms to be set up for increasing the green cover in cities.

1. Cities can be developed in two parts- 1.1 Agricultural land - In this part of city land to be provided for cultivation or other agricultural activities, far away from city pollution. 1.2 Commercial & Civil land - This is the part to be reserved for civilians and in this way corporations can easily look into matters of both parts.

1. Lands of entities like railways are abandoned they can be brought into use by giving them on lease for a particular period after that railway can take it back. In this way railway will also earn the revenue and land lying vacant can be used. 2. When footpaths are created on roads they are illegally occupied by street vendors, respective municipal corporations should take stringent actions against them like charging a heavy fine. As footpaths are meant for walking not setting shops.

Sir, we can provide 24 hour electricity by the research on the thermo voltaic effect taking energy from the environment and air .We can also provide water for drinking and irrigation purpose by the pipe line by the Desalination of water by external electric field. But first deploy able persons in PRISM and other institutions who can understand and evaluate the innovative ideas and concept or government directly take interest in these concepts. Sir, Please provide proper Budget for plantation of thousands kinds of trees which provide fruits , vegetables , edible oil , cereals , medicines etc. along the roads, railways, drains and canals and on the edges of agricultural farms. That will not only provide nutrition to the people but save the environment also ,enhancing biological diversity.I have illustrated many hundreds of trees and shrubs which can change the condition of the people even in desert of Rajsthan. I was thinking if we can devise a technology to recycle and reuse the water that we use in our bathrooms.A separate pipeline can be used for manging the drained water from the bathrooms.Since the water flowing from bathrooms is generally liquid waste unlike the one from the toilets.It will not be very difficult to clean it and this can be done with the help of already available technology.Engineers can develop an integrated system to be installed in each house to save water#amrut#smartcities
