Firstly, I welcome the futuristic initiative of DIGIPIN by Department of Posts.
The format of DIGIPIN should include the name of State & Postal circle where the recipient's address is situated; for instance,
TN-CH-____-____-____ (TN-State of Tamil Nadu & CH-Chennai Postal Circle).
This will make it easier for the Post Offices to identify the State where the consignment is to be delivered, especially in case of Inter-State & International postal & cargo services.
This will also reduce the chances of errors in identifying & delivering consignment across the nation & will be an alternate mechanism to verify the system's output.

Which services will be covered by Digipin?
Which services providers will be given access to Digipin?
Who will ensure data protection or prevet misuse
How it is different from geo tagging initiative launched by GST portal?
Why we require such an accurate digital location?
Will it not be a security threat?
It creates more questions than answers.
A recommendation from a STRATEGIC POLICY perspective for establishing a NATIONAL ADDRESSING GRID of a HYBRID model as an organisation (unlike as drafted in the document of DigiPIN) with a futuristic and inclusive Governance approach by including the jurisdictions of various entities and departments to achieve an objective of not only ONE NATION ONE ADDRESS but also REALTIME and COMPLETE ADDRESSING SYSTEM.
The concept of DigiPIN should be envisioned as a TOOL for ground implementation of the missions of National Addressing Grid, hence should be revisited in aligned with the Mechanism and Methodology of NAG.
However, the Technical Component of the mechanism of DigiPIN as an initiative is commendable as drafted in the policy at the website of India Post.
