The Ministry of MSME is in the process of amending the MSMED Act, 2006. In this regard, this Ministry had consulted various central Ministries/Department/State Govt./Industry Associations/other stakeholders & general public.

Based on the consultations and written inputs received from various stakeholders, the amendments proposed in the MSMED Act, 2006 are based on the following four key pillars:

A) Enhancing inclusivity and broad-basing the scope of the Act;
B) Future-proofing the Act;
C) Improving co-ordination under the Act;
D) Enhancing the ease of business in the ecosystem;

A) Enhancing Inclusivity and Broad-basing the scope of the Act
• Accord statutory status to Udyam registration for availing benefits under the Act.
• Provision for credit guarantee coverage to Micro and Small Enterprises by Government.
• Enabling provisions to address issues of credit gap; shortage of working capital; ensure adequate, affordable, and timely finance to enterprises; minimize the incidence of financial stress among enterprises; and leverage new and emerging platforms and technologies such as the Trade Receivables Discounting System, Account Aggregator Framework, etc.
• Provision for targeted mechanisms for capacity building of women, members of SC and ST, and rural artisans and craftspeople and provisions for market access, financial and digital literacy.
• Inclusion of cottage, village, and coir industries as rural artisans and craftspeople in the MSME classification scheme, to promote rural industries and enterprises.
• Inclusion of Medium Enterprises in the dispute resolution framework

B) Future-proofing the Act
• Strengthen provisions for technological upgradation and green technology to enhance productivity, quality, and competitiveness.
• Enabling provisions for the adoption of energy-efficient, sustainable technologies by MSME.
• Designation of a Green Fund to support the energy transition of MSME and integration in the global value chain.
• Addressing industrial obsolescence among enterprises.
• Promoting technological upgradation and research and development among enterprises.
• Encouraging the adoption of sustainable technology solutions by enterprises.

C) Improving coordination
• Streamline the structure, working, and functions of the National Board and the Advisory Committee to make them lean, efficient, and responsive to the requirements of MSME, and strengthen the monitoring and evaluation mechanism.
• Provision to set up an adequate number of Facilitation Councils in States for better access to MSMEs, along with an incentive structure to promote competition and good performance among them.
• The composition of the Facilitation Councils may be prescribed by the State Government.

D) Enhancing Ease of Business in the Ecosystem
• Provisions for the decriminalisation of offences by converting criminal fines into civil penalties.
• Simplification of regulatory clearance mechanism and procedure for establishment and management of MSME by making suitable provisions in the Rulemaking powers of the appropriate Government.
• Creating and encouraging the adoption of digital solutions to improve transparency and foster a culture of accountability
• Make the adjudication process simpler and speedier, aligning it with the alternative dispute resolution framework and online dispute redressal.

Conduct Workshops: Hold regular workshops and online webinars to inform business owners about the Act and its benefits.Provide Easy Guides: Create simple guides and brochures in different languages to explain how to access these benefits.

SIR, IN FUTURE THERE ARE REQUIREMENT OF SKILL WORKFORCE INDIA HAS LARGEST YOUTH IN THE WORLD, THUS THERE IS DEMAND FOR JOB CREATION AND SKILL, RESKILL AND UPSKILL THE WORKFORCE AND GOVERNMENT HAS TAKEN SEVRAL STEPS FOR YOUTH OF INDIA. THOSE POLICY IS GOING TO EXPIRE NEEDED TO BE EVALUTED AND WHAT ARE THE SHORTCOMINGS OF THE POLICY AND ADD NEW ONE IF NEEDED AND EXTENDED FOR FURTHER PERIOD OF 5 YEARS. THIS STRETEGY IS USED IN PAST AND DOIN CURRENTLY. IT IS MY PERSONAL ADVICE IF YOU THINK IT IS OK THEN APPLY IT ELSE LEAVE IT. WE NEED TO CREATE NEW POLICY WHEN SOME PROBLEM IS THERE OR NEW & EMGERGING TECHNOLOGY HAS COME TO THE MARKET WE NEED TO FOCUS & EMPOWER WITHIN THE COUNTRY & THE WORLD IS FACING UNCERTAINTITY DUE TO WAR IT IS RISKY TO DO THE BUSINESS OUTSIDE THE INDIA & IT IS NOT THE RIGHT TIME. THE MARKET WE HAVE IDENTIFIED OUTSIDE THE INDIA NEED MONITORING & EVALUATE THE RISK BY THE CORPORATE. I AM NOT EXPERT IN THIS FIELD. THIS IS NOT THE RIGHT TIME TO DO BUSINESS OUTSIDE INDIA.

Dear Sir, The time has come to rejuvenate our MSMEs to global standards. I request that provisions be made in the act to provide additional benefits to MSMEs that operate from non-metro areas, recruit human resources from non-metro regions, and undertake projects or consultancy from non-premiere institutes or universities

DEAR SIR, GOOD AFTERNOON, INDIAN ECONOMY IS DOING WELL AND INDUSTRY HAVE MANY INNOVATIONS RELATED TO EMERGING INNOVATION AND TECHNOLOGY AND GOVERNMENT IS SAYING THAT IT IS THE JUST BIGGINNG EVERYTHING IS AVAILABLE TO STARTUPS, MSME AND LARGE CORPORATES BUT NEED TO CREATE AWARNESS AND IMPLEMENTATION IN TRADE. THERE IS NO NEED TO CHANGE THE GOVERNMENT POLICY BY CHANGING POLICY FREQUENTLY IT HAS IMPACT ON EVERYONE ESPEACILLY WEAKER SECTION OF SOCIETY. SURPLUS TAX COLLECTION HAS BEEN RECEIVED BY GOVERNMENT & IT IS NEEDED TOBE UNTILIZED IN EFFECTIVE MANNER FOR WELFARE OF THE INDIAN CITIZENS. NEW STARTUPS & MSME NEEDED TO BE GUIDED THEY FACE DIFFICLUTY DUE TO LACK OF AWARENESS OF GOVERNMENT POLICIES DOING BUSINESS NOT HAVING FAVOURABLE THINGS ALWAYS SOME TIME IT FACE PROBLEMS & HOW TO SOLVE THE PROBLEMS THAT HAS TO ENTREPRENEUR HAS TO DECIDE. Tiny / Micro industry is the biggest creator of jobs as well as entrepreneurs .. It needs to be given freer hand to operate with least restrictions from every department. The officers and departments are same for Micro Tiny Small Medium scale enterprises. Tiny / Micro enterprises get hassled as they are asked to apply same norms as others be it licences / clearances/ documents and unable to grease officers as much as bigger scale enterprises. Tiny Micro industries need to be unshackled from the bureaucracy and allowed ease of doing business and less interference from licence raj.

हर 25 वर्ष पश्चात property ID renew करना compulsory किया जाएं। कोई भी property or real estate हो। हर property की stability or strength 25 years की होती है। और हर property ownership भी उसके nominee को transfer हो जाती है। collectors rate, circle rate and property tax सभी नए तरीके से renew करवाना compulsory होना चाहिए। fees only 5000₹ per property renew property sale करना और transfer करना fees उसका भी standards set करना चाहिए। इससे Govt. की income भी बढ़ेगी और legal problems भी जल्दी solve हो सकेगी।
