One of the Key indices of a Smart City is better education and health. Given the area of UT Chandigarh educational institution (Schools and Colleges) are very well managed. Many of the Govt. schools in Chandigarh are at par with best schools in Chandigarh. But still we want our residents to give their views/suggestions on how we can assure global standards in our schools & colleges.

Chandigarh is a cradle of health care not only for its own residents (population 10.5 lacs) but also to the residents of neighbouring states of Punjab, Haryana, Himachal Pradesh & Jammu & Kashmir. However for meeting the utmost satisfaction of our residents and to match the global standards for health scenario, we need suggestions/views of our residents.

For meeting the standards of HDI (Human Development Index) & MDG (Millennium Development Goals) we need Smart Ideas/Suggestion from our residents on education and health sector.

Sir we need to understand that state should not act in educating people. Instead state should be only be the enabler in the same. I suggest that govt should only control the exams and give incentives to anyone who enables a student pass an exam. This is enable the unemployed to teach uneducated. The money is the biggest incentive and it will definitely lead to a situation where there will be no uneducted to be taught and a fierce competition among schools will happen to scout for the uneducated.

I would say first we need to identify the problem statement in this issue. Public Private partnership is good step but not solution for the issue. Whatever steps are taken for improvement the results are bad even after that too. The cause behind this is lack of transparency and audit of those steps. Please check the attached file for the process model.

As a medical specialists we see a lot of deaths in casualty are primarily because of delay in treatment. We team of Surgeons formulated a blue print to provide Emergency Medical Services across the country with a simple public - private partnership. This model will make sure every individual will get Emergency care and government need not spend much on infrastructure either. This project can also create lot of job opportunities for medical and non medical people. Need opportunity to present.

For education to be passed on to coming generations, the teachers play a vital role in shaping a student's mind. Therefore, before pressuring students to do better and learn more, first the teachers should be trained and taught better ways of putting across their knowledge and ideas. If a student gets an aversion towards a subject thanks to a particular teacher, the education of that student is sure to take a hit.

In relation to better health care, I would suggest that patient records be maintained digitally or electronically and paper based records should be kept to bare minimum so that patients need not go through the process of re-doing and re-registering if they do not have records. Also in rural areas, if records are maintained electronically by medical personnel then they can be better treated and analysed
