Vote Group 4 but w/out Tea-garden 4 new city,Development of Old city is needed 4 d present with amendments in Master Plan & buildg Bye-laws (avoid multi-meanings) without which whole exercise may go futile. Retrofitting /Redevelopment with Toilets every 2 KM on roads, dustbin & drinking water for passer-bye. Buildings over 50 yrs old needs retrofitting without any MDDA hassle. Proposed Roads needs factual requirement/located/demarcated.Similarly provisions of byelaws be based on facts

Provide tax subsidy and Internet infrastructure to boot offices and Data Centers of IT companies (not industries since they're bad for the air).

The capital does not have clean water. We're getting sewer water at our homes.
Even villages are better... at least they have wells.

Smart City Dehradun should have the following definition -
(S)ustainable (M)anageable (A)esthetic (R)ivers Rejuvenation (T)echnology Hub
Retrofit the existing city area of citizens' priority in aesthetic manner of the state. Study the concept of Carrying Capacity and implement in city to cap the growing unorganised population ever since 2004. The odd even formula can be applied in Doon with the proviso- 1. Improve city bus standards they're too dirty. 2. Make bye law on "per family" car.

Retrofitting is the need of the hour for Doon. Let us just dream of the smart city proposed by you, not implement it. Because all of us, including you know that this dreaming will be the ultimate reality. Let us recreate/retrofit the city first, make it breathable and then expand; then expand the city. Implement the NEERI report which prohibits any urbanization in tea estates and proposes Jogiwala areas for urban extension. NEERI reports are authorized by GoI, they are made after thorough study.

Try going to Ghaziabad and see how their Dev. Auth. has developed a controlled forest on a barren land which used to be a forest decades ago. You have will to acquire the barren tea estate for a "smart city" but not to develop it? Can its beauty not be restored? Can the govt not acquire the loss bearing and bankrupt tea cos. And earn revenue out of restored tea gardens? Can it be not developed as a controlled forest?
