Government of India launched the Smart Cities Mission to enable the holistic development of Indian cities. This initiative under the Ministry of Urban Development (MoUD) aims to drive economic growth and improve the quality of life of people by enabling local development and harnessing technology as a means to create smart outcomes for citizens. According to MoUD, the core elements of a Smart City include: adequate water and electricity supply, suitable sanitation and solid waste management, efficient public transportation, affordable housing, robust IT connectivity and digitalization, e-governance with citizen participation, sustainable environment, and safety and security of citizens with health and education for all. These objectives are proposed to be attained through a judicious mix of retrofitting, redevelopment and Greenfield development.

With the above mentioned objective city of Dehradun has been analyzed in detail to find the issues, strengths and potential of various locations, with respect to Smart city features. Consultations with various departments, para-statal agencies and public have been done to choose the most favorable site. Various proposals of government departments and their schemes have been studied and its integration in terms of development and financial support have also been carried out.

For the proposed ABD, detailed citizen consultation and consent is being carried out. The inputs from citizens will be reflected the vision and overall proposal. The identified ABD site during round 1 is strategically located on fast developing Chakrata Road, Shimla By-pass Road over a land parcel of 350 acres. This site will be transformed into a TOD based development making it hub for Higher and Technical Education, Knowledge Hub, Hospitality Hub, Special Agro Produce Zone, etc. The idea is to de-congest the existing city as well as monetize the potential of strategic land, thus providing socio-economic development with best in class facilities. The proposed project envisages a total investment of over 4000 crores and the tentative benefits generated from the project to the tune of over 1500 crores over a time span of 5-7 years, are planned to be invested in all the identified four zones of the existing city of Dehradun. The identified area happens to water recharge area, so the project proposal essentially includes use of technologies to ensure that water retention in the area is maintained to the current level.

The goals of improving governance and tourism in the city will be met through better information availability, smarter services and one stop shops at the city level. This is currently planned through a mobile platform which is envisioned as a single point of contact for citizens and business. Several services for citizens will be provisioned through mobile, which has high penetration and businesses will find it easy to avail licenses, seek permits and approvals. This city app will also provide platform for local manufacturers of forest products, textiles and food industry to market their products and sell them beyond Dehradun adding to city exports. This mobile application will group all data input from the convergence with existing areas & services of Dehradun, like water supply, power, e-governance, transportation and new level of application is being planned under this initiative.

In Continuation (D) (1) The old city needs city dweller friendly de-congestion by expanding the infra-structure, proper re-location of whole sale markets, schools, hospitals, railway station, creation of hawkers market outside the main hub but approachable to users. (2) Re-hablitation of Parade Ground to its past glory, developing user friendly multiple parking sites for 2-wheelers, four wheelers.

We request State Govt. to please leave the tea garden or any other green, forest area alone. We urge our Govt. to discard its "Greenfield" option and simply adopt Retrofitting and Redevelopment option only. With one third of Dehradun living in slum areas and around dying river belts, it is absolutely essential that the Uttarakhand State Govt consider all environmental repercussions. Dehradun citizens deserve its town to be SMART, clean, functional with priorities given to waste management

In Continuation (C) (1) Stale IS Codes and building by laws need to be up dated as a parallel action. (2) Road traffic needs better management with zebra strips for pedestrian crossings, traffic lights and non police contact traffic movement. (3) Suitable retrofitting of existing town for integration with the smart city concept. Existing city can not be left behind to die.

We were very hopeful, when we came to know that State Govt. is making an attempt to understand the needs of Dehradun residents desperately crying for necessary infrastructure creation along with preservation of its fast depleting green area. As citizen of Dehraudun we are well aware and concerned about the cover-construction of our city and we all deserve BETTER. We want Dehradun to be the SMART CITY. When we look at the polls, its very clear that State Govt.is winning and citizens are loosing

In Continuation (B) (1)Building by-laws should be in conformity to IS Codes - appropriate amendments required for smart city concept. IS Code IS 1893 (part-1) 2002 needs updation. (2) Underground drainage with sufficient carrying capacity (for next 100 years) to be developed. (3) Clean drinking water (per capita at least 150 litres) to be made available to all. (4) Electricity transmission/distribution with dangling wires and leaning poles to be changed and available IS codes to be followed.

Following points may be considered (A): (1)Management of Urban flooding, Waste disposal, sewer connectivity is a serious problem - needs tackling. (2)Footpath encroachment and construction - Footpath along roads to be exclusively kept for pedestrians and hawkers market to be developed at several places to cater for livelihood and daily need support for the locality residents living around. (3) Dehradun falls in Seismic Zone-IV hence, strict compliance of IS Codes and by-laws to be ensured.

Provide Sever lines in Growing areas of Uttarakhand. Provide Free Wifi On Railway Station and Clean Messy Railway Stations or Bus Stand Make Railway Stations Like Other Countries like No Entry Of People Without Ticket on Railway Platform . Make The Railway Stations like Metro Stations or Airport Which Also Increases the Security of Railway Station.Provide Proper roads for Rural areas where very hard to reach . Provide Junk Box On Colonies. Provide Street Lights On Rural areas.

Make Dehradun to Muzaffarnagar Highway Like Jaipur to Delhi Highway and make Proper Roads In Rural Areas.Clean Ganga and Remove Sever pips from Ganga River .And make metro Lines from Dehradun to Delhi.
