The Department of Telecommunications (DoT), through its letter dated 13th August 2018, informed that based on the TRAI recommendations dated 12th May 2014 on 'Provisioning of INMARSAT Satellite Phone Services', M/s BSNL has been granted a service license dated 25th August 2014 for 'Provision and Operation of Satellite based services using gateway installed in India' under "Sui-generis" category by DoT. Presently, the annual spectrum charges for the Gateway and user terminals are levied on formula basis (proportional to the number of terminals and frequency bandwidth used). M/s BSNL has been requesting to change the present methodology of spectrum charging from formula based to Adjusted Gross Revenue (AGR) based for provision of this service in line with the commercial VSAT service. Therefore, DoT requested TRAI to provide its recommendations on the method of levy of annual spectrum charges as per the provision under section 11(1) of TRAI Act 1997 as amended.

In view of the above, Consultation Paper on "Methodology for levy of Spectrum Charges for provision of Satellite based Services using Gateway installed in India under 'sui-generis' category" has been released on 10th October 2018 to discuss the issues involved and possible solutions.

Written comments on the issues raised in the Consultation Paper are invited from the stakeholders by 31st October 2018 and counter-comments by 8th November 2018.

#प्रधानमंत्री_जी_नमस्कार जब पीएमओ तक सब जानकारी देदी फिर भी कार्रवाई नहीं जनता ने चार साल ऑनलाइन सर्विस में कितना पैसा और समय बर्बाद कर दिया , अब जनता को नफरत नहीं होगी तो किया प्यार होगा, करप्ट अफसर जनता को कितना प्रताड़ित करते है ऑनलाइन सेवा के नाम पर और जनता लुटपिट कर सिर्फ सरकार को दोष दे रही है सोशल मीडिया पर इतनी पोस्टिंग कर दी साबुत दिए लेकिन सब बेकार उल्टा पीड़ित को ही फ़र्ज़ी बना दिया इतनी पोस्टिंग पर तो सरकार के हर मंत्री और अफसर को पता चल जाता है

#प्रधानमंत्री_जी_नमस्कार जनता का सही काम ही नहीं हो रहा तो क्या असर होगा, पीएमओ के बाद जनता कहाँ निवेदन करे रोज़गर योजना असफल हो रही क्यों की बैंक मैनेजर के पास अपनी मर्ज़ी से लोन देने का जो अधिकार है , अगर कोई अपनी जमीन दे रहा है प्लाट दूकान दे रहा है इसकेलिए बिज़नेस लोन जरुरी कर दो , हर योजना सिर्फ बैंक वाले ही अफसल करते है जब पीएमओ तक सब जानकारी देदी फिर भी कार्रवाई नहीं जनता ने चार साल ऑनलाइन सर्विस में कितना पैसा और समय बर्बाद कर दिया ,

नेटवर्क के साथ अभी हम सब बहुत पीछे है।एयरटेल जैसी कम्पनी का नेटवर्क नही आता है जिसकी वजह से गृहक हमेसा परेसान रहता है

Covering the costs of spectrum management activity borne by the spectrum management authority or regulators; Ensuring the efficient use of the spectrum management resource by ensuring sufficient incentives are in place; Maximizing the economic benefits to the country obtained from use of the spectrum resource; Ensuring that users benefiting from the use of the spectrum resource pay for the cost of using spectrum; Providing revenue to the government or to the spectrum regulator.
