(1/2) We need to study the road system in countries like USA & Germany. They have following strict regulation to move traffic without any congestions on every road of country.
(1) You have to drive in lanes
(2) Can not drive with more than specified limit on every road
(3) Traffic Lights on all the junctions
(4) Rules for turnings left & right on junctions.
(5) No unnecessary horns.
(6) Separate rules about how to move when School Buses, Emergency Vehicles are on roads.

1. Install GPS in all government vehicles or audit yearly.
2. audit is must for all vehicles.
3. stop pollution sticker on road.
4. pollution sticker given by only vehicles maker showroom.
5. in pollution sticker a unick no. those given by government.

Please check on the quality of the emission system used in the vehicles and also check for the quality of the fuel used to drive the same (EG: Petrol, Diesel and look for adulteration and the people who are involved in it and punish them accordingly).
