To institutionalize the development of the Khadi and Village Industries sector, the Government of India first constituted the All India Khadi and Village Industries Board in 1953. This was followed by the enactment of the Khadi and Village Industries Commission Act, 1956 (No. 61 of 1956), which inter alia provides for the establishment of the Khadi and Village Industries Commission (KVIC) as a statutory body.

KVIC is entrusted with the responsibility to plan, promote, facilitate, organize, and assist in the establishment and development of Khadi and Village Industries in rural areas, in coordination with other agencies engaged in rural development.

In view of evolving market dynamics, technological advancements, and the need to further strengthen support systems, certain provisions of the KVIC Act, last amended in 2006, require updating. A comprehensive amendment is proposed to align the legislative framework with current sectoral needs and to enhance KVIC’s role as a facilitator of growth, innovation, and sustainable village industries.

To strengthen and modernize the Khadi and Village Industries sector, the Ministry of Micro, Small & Medium Enterprises (MSME) in collaboration with MyGov invites citizens to share their views on the proposed Amendments to the Khadi and Village Industries Commission Act, 1956.

The Ministry of MSME is in the process of amending the KVIC Act, 1956. In this regard, this Ministry is being consulted by various central Ministries/Department. The amendments proposed in the KVIC Act, 1956, are based on the following three key pillars:
(a) Diversification and adoption of New Technology
(b) Formalization of Village Industries
(c) Inclusivity and Institutional Strengthening

(a) Diversification and Adoption of New Technology
(i) Make provision for the adoption of any emerging form of fabric in the KVI Sector.
(ii) Adoption of clean energy, like Solar energy, in Khadi production while retaining the sector's authenticity.

(b) Formalization of Village Industries
(i) Align the "Village Industry" definition with the micro-enterprise classification under the MSME Act, based on investment and turnover thresholds.
(ii) Update the Schedule of Village Industries to allow inclusion of emerging activities aligned with market trends, rural entrepreneurship, and technology-led enterprises.
(iii) To make provisions to facilitate Udyam Registration for village industries and align the Village Industries with the National Industrial Classification Code (NIC Code).

(c) Inclusivity and Institutional Strengthening
(i) To include representation of women, weaker sections (SC/ST/OBC) and contemporary expertise in the Commission’s composition
(ii) To open up the Khadi Sector for new entities.
(iii) To include the rule making power in the functions of the Commission.

Sir please try to make one large cooperative body under the government of India, to help local and small people/! wavers to showcase and sell sarees, carpet or other material made by poorer sections of society who can't find buyers. Also this could work on lines of Amul, and create a revolutionary effect on their sales in the international markets also.Ref - Sale of kolapuri chappal, copies shantiniketan products, saree pins with crochet embroidery etc being sold on international platform with huge profits , and no mention of their origin. If the government teaches them quality and quantity control, local creativity could take the world by storm.

At Tehsil or District level, there should be competitions and exhibitions to demonstrate our rich artisan skills especially to school children. This will help new generation in understanding the importance of labour, its difficulties and urge to support local art like weaving Khadi and Gramodyog industries.

Definition of Khadi, can be expanded to cover all natural fibres and products thereby. Local entrepreneurs to be supported with Micro-economics or funding and tax exemptions to create own markets. Their local branding and Art forms have to be protected. IT applications like AMEZON may be created separately for marketing and logistics. Or it can seek support from Zoho. Govt have to support these products through school uniforms or office utilities as a mandate. Business based on Creative application of products like furniture or wood replacements or cactus lather needs incentives. Barren land utilisation and plantation for raw material supply to be facilitated and incentivised.

खादी को जन जन तक पहुंचाने के लिए सर्वप्रथम वस्तुओं के मूल्यों में भारी कमी की जानी चाहिए। स्कूलों में मिलने वाली निःशुल्क ड्रेस वितरण में खादी को प्राथमिकता देने की आवश्यकता है। इसके आउटलेट सेंटर में वृद्धि हो। हर जगह खादी के समानों की प्रदर्शनी लगनी चाहिए जो दीर्घकालिक हो कम से कम एक माह की

आदरणीय प्रधानमंत्री महोदय जी, जिन इलाकों में कपास की पैदावार होती है वहां के औद्योगिक प्रशिक्षण संस्थानों, व्यवसायिक प्रशिक्षण संस्थानों व अन्य प्रशिक्षण संस्थाओं में कपास से धागा, धागे से कपड़ा और कपड़े से वस्त्र बनाने का विशेष सत्र चलाना चाहिए। इसके अलावा जिन क्षेत्रों में कृषि भूमि कम है और बेरोजगारी ज्यादा है वहां पर भी उपरोक्त वर्णित प्रशिक्षण सत्रों का आयोजन व स्वरोजगार हेतु सरकार की तरफ से आर्थिक व तकनीकी सहायता उपलब्ध कराई जानी चाहिए। जिससे कम लागत पर उच्च गुणवत्ता के उत्पाद तैयार हो सकें व रोजगार के अवसर पैदा हो सकें।

Updated industry schedules: Update the schedule of Village Industries to include new, market-relevant activities and technology-led enterprises. Easier registration: Facilitate Udyam Registration and align with the National Industrial Classification (NIC) codes to provide village industries with easier access to finance, e-commerce platforms, and wider markets.
