भर्ती एवं सेवा शर्तों के अतिरिक्त स्कूली शिक्षा में पर्यवेक्षण एवं निरीक्षण के पारंपरिक तरीकों में बदलाव की जरूरत है।स्कूली शिक्षा में गुणात्मक पर्यवेक्षण का अभाव है।शिक्षक की मुख्य भूमिका यह है कि वह स्कूल के बच्चों में दक्षता विकसित करने का कार्य करे।कक्षा एवं पाठ्यक्रम अनुसार उनमें योग्यता लाए। यदि वह ऐसा नहीं कर पाता तो लापरवाही एवं उदासीनता के लिए उसे जिम्मेदार ठहराया जाना चाहिए।किंतु गुणात्मक पर्यवेक्षण के अभाव में परिश्रम करने वाले और परिश्रम न करने वाले शिक्षकों में कोई अंतर नहीं हो पाता

आर टी ई के प्रावधानों के मुताबिक छात्र संख्या के अनुपात में शिक्षकों की भर्ती किया जाना आवश्यक है।परंतु राज्य सरकार चुनावी समीकरण को देखते हुए ही शिक्षकों की भर्ती का विज्ञापन निकालती है। चूंकि बहुत अधिक संख्या में शिक्षकों की आवश्यकता होती है अतः राज्य सरकार इस संख्या को अधिक बढ़ा -चढ़ाकर दिखाने के लिए पूरे पांच सालों में सिर्फ एक बार ही शिक्षकों की भर्ती करती हैं। वह भर्ती भी चुनाव की तारीखों के नजदीक की जाती हैं। ताकि उसका लाभ चुनाव में लिया जा सके।

New education policy must be with moral education with skill development among the students. There may be scope for job after such education like self employment and skills. Physical education may be the part of education like sports and athletics events may be included as a subject for physical development with mental and moral development. Activities like NCC and NSS must be spread over all the high schools and colleges. Discipline should be a part of education in addition to all above thing

कुछ राज्य सरकारों दवारा शिक्षकों की नियुक्ति की कार्यवाही स्वयं न कर पंचायतों और स्थानीय निकायों के माध्यम से कराई जाती है। इन संस्थाओं दवारा नियुक्त शिक्षकों के नाम अलग रखकर इनका पृथक वेतनमान निर्धारित किया जाता है। जिसमें राज्य सरकार दवारा पूर्व में नियुक्त सरकारी शिक्षकों के वेतन और स्थानीय निकायों दवारा नियुक्त समकक्ष शिक्षकों के वेतन , सुविधाओं और सेवाशर्तों में काफी भिन्नता होती है।स्थानीय निकायों दवारा नियुक्त शिक्षकों के साथ प्रायः दोयम दर्जे का व्यवहार किया जाता है।

संविदा शिक्षक , अतिथि अध्यापक नाम से भर्ती शिक्षक अस्थायी पद होने के कारण सदैव अन्य सेवाओं की तरफ देखते हैं।बच्चों के प्रति उनकी जिम्मेदारी भी कम होती है।उनका इस सेवा में बना रहना अनिश्चित होता है।इसके अतिरिक्त इसी अनिश्चितता के कारण प्रतिभावान युवा इन सेवाओं की तरफ कभी आकर्षित नहीं होते जिससे स्कूलों में योग्य शिक्षकों की सदैव कमी बनी रहती है।मजबूरी में विद्यालय में पदस्थ अन्य विषय शिक्षकों को अपने विषय के अतिरिक्त अन्य विषयों का अध्यापन कार्य करना पड़ता है।
