The higher education institutions are concentrated in city areas with entry into them incurr high cost. The per capita income of rural and urban population differs greatly and the ability of people to get enrolled also vary. So, the new institutions should be installed scattered across the country with each one specialised in one module and with hostel facilities. This will make all the students to use every institution for a semester and transfer to other institution for the next.
