Ensuring access to higher education is critical to mobilising greater participation thereby increasing the Gross Enrolment Ratio. How can we address the issue of skewed access to higher education which will reduce existing regional disparities and why have existing schemes failed to resolve these gaps.

There are several kinds of disparities prevailing in the system, viz. rural & urban, the rich & the poor, social, cultural and linguistic disparities. Priorities should be decided keeping in view the particular problems and requirements of a particular area. Education must conform to local requirements to provide suitable means of livelihood, but it must address the notion of unity in diversity.
