Section 161 of Railway act indicates “If any person driving or leading a vehicle is negligent in crossing an unmanned level crossing, he shall be punishable with imprisonment ...

Section 161 of Railway act indicates “If any person driving or leading a vehicle is negligent in crossing an unmanned level crossing, he shall be punishable with imprisonment which may extend to one year.”

Section 131 of the Motor Vehicle Act indicates that “Every driver of a motor vehicle at the approach of any unguarded railway level crossing shall cause the vehicle to stop and the driver of the vehicle shall cause the conductor or cleaner or attendant or any other person in the vehicle to walk up to the level crossing and ensure that no train or trolley is approaching from either side and then pilot the motor vehicle across such level crossing, and where no conductor or cleaner or attendant or any other person is available in the vehicle, the driver of the vehicle shall get down from the vehicle himself to ensure that no train or trolley is approaching from either side before the railway track is crossed”

However due to non-following of relevant rules by the road users, many accidents are occurring resulting in loss of precious life  at unmanned level crossings.

Suggest solutions for reducing accidents at unmanned level crossings.

मार्च महीना जब कार्य चरम पर होता है तब एकाएक कार्य रोक कर रोकड़ बही बंद करना होता है। शेष आवंटन को सरेंडर करना पड़ता है। महालेखाकार कार्यालय से अथॉरिटी आने में समय लगना ,विभाग से आवंटन आने में विलम्ब के चलते लगभग दो से ढाई महीना बरबाद हो जाता है।

(5)6 देशों का वितीय वर्ष 01जनवरी से 31 दिसंबर तकविभिन्न तिथियों से शुरू होता है।(अफगानिस्तान ईरान नेपालआदि देश प्रमुख है।)कृपया केंद्रीय लोक निर्माण विभाग संहिता ,और बिहार लोक निर्माण विभाग संहिता आदि देखा जाय।भारत में कार्य करने की अवधि15अक्टूबरसे 15 जूनतक माना जाता है। व्यवहार में कार्यस्थल पर पानी ,नमी एप्रोच रोड पर कीचड आदिकेकारण कार्य मुख्यतः जनवरी से शुरू हो कर 30 जून तक खत्म होजाता है। मात्र 6महीना ही कार्य करने की अवधि होतीहैलेकिन मार्च माह वार्षिक बंदी के कारण2 माह बरबाद होजाता है।

विश्व मे किस देश का वितीय वर्ष कब शुरू होता है उसपर एक नज़र डालें:--(1)174 देशों का वितीय वर्ष 01 जनवरी से 31 दिसंबर तक होता है।(सूचिसंलग्न)फ्रांसरूसचीनकोरियाआदि देशप्रमुख है।)(2)33देशों का वितीय वर्ष 01अप्रैलसे 31मार्च तक होता है। (बर्मा जापानकुबैतसिंगापूर भारत आदि देश प्रमुख है।)(3)22 देशों का वितीय वर्ष 01जुलाई से 30 जूनतकहोता है।(ऑस्ट्रेलिया ,भूटान ,बांग्लादेश पाकिस्तान आदि देश प्रमुख है।) (4)12देशों का वितीय वर्ष 01 अक्टूबर से 30 सितम्बर तक होता है। (अमेरिका लाओसथाईलैंडआदि देश प्रमुख है।

1. Installation of Hooters on both side of crossings, which gets activated by weight of incoming train on tracks. 2. Installation of Train Tracker at crossing which activates alarm in engine & driver of engine uses Horn to warn people crossing unmanned crossing. 3. Multiple Speed Breakers on both side of crossing, slowing speed of incoming vehicle at crossing.

the indian railways should stop unmanned railway crossing as soon as possible, so that people who cross the unmanned railways crossing should be fined and also those who repeatedly do that should be jailed, but yes even after repeated offence, then an strcit action should be taken and also the railways should install a horn as well as a signal that no one should cross the railways crossing whether is manned or unmanned whether it is a single or couple or any person riding a bike, a car a truck.

Alert warning system ( hooter + warninglight) must be installed on all the unmanned rail-road crossing -- this mus be activated with the Loadcell on the Rail track or by Rail Signal system or even automatic - Boom-Barrier system can be installed on the Rail-Crossings which can be activated by electronic-signals

In Mumbai Local train foot board and level of platform does not match hence so many accidents taken place. Please immediate action should be taken.

NEW LAUNCH OF NON-STOP TRAINS LIKE DURONTO EXPRESS HAS STOPPED.IT COULD SAVE A LOT OF TIME & REALLY SHORTEN LONG TRAIN JOURNEYS. USING NON-STOP FASTER TRAINS, CHINA RAILWAYS HAS REDUCED JOURNEY FROM BEIJING TO FUZHOU FROM 33 HOURS TO ONLY 20 HOURS-13 HRS.THIS IS TOO GOOD TO BE TRUE.THIS COULD BE EASILY DONE FOR DELHI-KOLKATTA, DELHI-MUMBAI, MUMBAI-KOLKATTA etc.STOPPAGES, ACCELERATION & DECELERATION OF TRAINS REDUCED AVERAGE SPEED & WASTED PRECIOUS TIME FOR LONG DURATION JOURNEYS.PLEASE THINK.

Thanks to PM and Rail Minister - I heard in this budget, one of my proposed solution was made entry to Rail Budget - Alarm system in unmanned crossing (may be others as well). Thanks and it confirms Govt is seriously reviewing posts.
